Roll Call was influential in bringing awareness to the importance of the Census 2020 count to the communities. Cook County supported local municipalities and community-based organizations in the education, outreach, and assistance efforts for hard-to-count (HTC) communities across Cook County to participate in the Census 2020. Part of the Census Outreach Program was to motivate HTC residents to participate in the Census 2020.

HTC communities include, but are not limited to, racial and ethnic minorities, immigrants and refugees, formerly incarcerated individuals, people with disabilities, LGBTQIA individuals and families, homeless individuals and families/non-conventional housing, seniors/older adults, children from the ages of 0 to 8 years, and households with limited English proficiency and non-native English speakers.
